The incumbent President of the Long Beach Community College District, Doug Otto, defeated his opponent with 6,618 or 71.71% of the ballots. There are 63,364 registered voters in Area 4. A total of 9,500 votes were cast. That’s a 14.99% participation rate.

Vision And Mission Statement

Political/ Activist/ Business Experience
- Doug Otto helped develop and implement the Long Beach College Promise for LBCC. Under this nationally-recognized program, qualified students from the Long Beach Unified School District, and now other local school districts, receive one free semester at LBCC. - Under Doug’s leadership with Mayor Robert Garcia, the Measure E bond was passed in 2008 with a record 72% of voter approval. As a result, $440 million was made available for construction and reconstruction of the two LBCC campuses.
- Through this and Doug Otto’s conservative fiscal leadership, LBCC has come out of the Great Recession as one of California’s best community colleges. There were 42 new faculty members hired in 2014 and 2,586 classes were scheduled in the Spring 2015 semester – the highest in five years. Recently, Doug helped implement the new Transfer Degree Program, which will allow LBCC grads to enter the Cal State University system with two full years of credit without having to complete some LBCC general education requirements, thereby creating a path to early completion of their Bachelor Degrees.

- Earned a B.A. in Behavioral and Social Sciences from Stanford University
- A Masters in Religion from Columbia University and Union Theological Seminary
- Juris Doctor Degree in Law from University of Chicago
Issues
- Doug Otto’s priority for his first year after elections would be focusing on increasing Pell Grants once again and getting them to students.
- Doug supports a $850MM bond that could be used to improve buildings, add technology, and create more jobs.
- Doug Otto wants to further expand his Long Beach College Promise program to ensure on-time graduation rates for students, to help build a foundation for low and middle income
